Andilly-Les-Marais citizen wind farm
Located in the municipality of Andilly-Les-Marais, about twelve kilometers northeast of La Rochelle, this citizen wind farm contributes to achieving the Positive Energy Territory (TEPOS) target led by the Aunis Atlantique Community of Municipalities, aiming for energy self-sufficiency by 2050.
Approved by the prefecture in record time, the wind farm embodies a political, economic and social approach to empowering citizens to take ownership of their energy production. Its cooperative model, involving local residents and stakeholders, is what truly sets it apart.
Commissioned in 2024, the Andilly-Les-Marais citizen wind farm generates nearly 48.5 GWh of electricity each year, equivalent to the annual consumption of over 10,600 households.
The project has been awarded the French “Énergie Partagée” label by the Énergie Partagée association, with support from ADEME, recognizing renewable energy initiatives that deliver outstanding benefits for local communities.
Key stakeholders
Initiated in 2017 by the municipality, the association ANE!rs17 and the Community of Municipalities, this project was jointly developed by the local citizen-owned company COOPEC, VALOREM and Terra Énergies, the investment fund of the Nouvelle-Aquitaine region.
The project company PEAM brings together these three main partners. A shareholders’ agreement signed in 2021 established a shared governance model that ensures fair profit distribution, promotes transparency and strengthens local support.
The electricity produced by the wind farm is sold directly to Enercoop, a cooperative renewable energy supplier, which distributes it to its community of committed customers.






1 An exemplary citizen-led project
The Andilly-Les-Marais citizen wind farm is a first of its kind in Charente-Maritime and stands as a true example of citizens reclaiming control over their energy future.
COOPEC, the local cooperative company, brings together nearly 380 members, including citizens, local authorities, associations and businesses. Holding three out of five seats on the steering committee, COOPEC ensures collective decision-making and maintains a citizen-driven governance model.
The cooperative’s members chose to play an active role in the energy transition of their region. Their commitment notably took shape through a fundraising campaign that secured nearly €1.2 million. This collective effort, which supported the wind farm’s construction, highlights the strong local buy-in for the project.

2 A PPA with Enercoop
PEAM has signed a direct renewable electricity purchase agreement (Power Purchase Agreement – PPA) with Enercoop. This innovative contract provides PEAM with stable revenues over a 25-year period, while securing a fixed-price supply of green energy for Enercoop.
This agreement reflects a shared vision of stability, sustainability and energy sovereignty, offering an economic model fully aligned with the cooperative values of both partners.
